PRODEIC 2022-2027 - Framework Program for Supporting Economic Diplomacy
The Framework Program for Supporting Economic Diplomacy, Strategic Intelligence and International Cooperation (PRODEIC) is an ambitious program implemented from June 2022 to June 2027, aimed at strengthening Guinea's image and positioning on the international stage.
General Objective
Strengthen Guinea's image and positioning on the international stage by promoting the country's comparative advantages and expertise abroad, and fostering international cooperation and foreign direct investment.
The Five Pillars of PRODEIC
Objective 1: Promote Economic Diplomacy
The program aims to increase flows of official development assistance and foreign direct investment during the implementation period and beyond.
Main activities:
- Creation and management of a platform on economic diplomacy
- Design and publication of materials on business opportunities in Guinea
- Organization of an annual awareness seminar for Guinean diplomats
- Organization of seminars, conferences and cultural, artistic and sporting events in target countries
- Organization of economic and trade missions in Guinea and target countries
- Organization of tourist and cultural excursions for the diplomatic community
- Organization of a forum on economic opportunities in Guinea
- Promotion of Guinean companies, products and services in international forums
Objective 2: Strengthen Economic and Strategic Intelligence
The diplomatic apparatus contributes more to the collection, analysis, dissemination and protection of economic and strategic information.
Main activities:
- Establishment of a research, collection and analysis system (database)
- Development of a guide for diplomats on economic intelligence culture
- Prospecting for new partnerships and new markets for Guinean industries and SMEs
- Development of a national economic intelligence policy
- Establishment of a national economic intelligence system
- Conducting in-depth reference studies and research
- Establishment of a database on foreign direct investment (FDI)
Objective 3: Strengthen International Cooperation and African Integration
International cooperation, including South-South and triangular cooperation, is diversified and strengthened.
Main activities:
- Establishment and updating of a database on official development assistance
- Mapping of Technical and Financial Partners (TFPs)
- Organization of a National Forum on Development Aid Effectiveness
- Establishment of an interactive platform for monitoring development aid
- Support for the organization of Joint Cooperation Commissions
- Establishment of an international institute for South-South and triangular cooperation
- Prospecting for opportunities for decentralized cooperation
- Organization of prospecting missions and partnership research
Objective 4: Improve the Diaspora's Contribution to Development
The human, economic and financial capital of the Guinean diaspora is mobilized in favor of the country's socioeconomic development.
Main activities:
- Profiling and deployment of diaspora executives in public administration
- Referencing of the diaspora executives database
- Establishment of a diaspora investment assistance fund
- Support for the installation and operationalization of the High Council of Guineans Abroad
- Organization of study trips on best practices in diaspora management
- Organization of contact and awareness missions for the diaspora
- Annual organization of a Diaspora Forum in Guinea
- Conducting a national survey on diaspora remittances
Objective 5: Strengthen Human and Operational Capacities of MAECIAGE
The Ministry has the human, institutional and operational capacities necessary to promote economic diplomacy.
Main activities:
- Development and implementation of a plan to modernize working methods
- Strengthening of the Ministry's institutional communication
- Development and implementation of a cadre training plan
- Organization of conferences and seminars on major international issues
- Logistical and material support to the Department
- Establishment and management of a training and information portal dedicated to diplomats
- Operationalization of the Center for Diplomatic Training and Development (CEFOPED)
Budget and Financing
The framework program's budget is USD 17,259,060, distributed among the different pillars:
- Pillar I (Economic Diplomacy): USD 3,325,000 (19%)
- Pillar II (Economic Intelligence): USD 1,590,000 (9%)
- Pillar III (International Cooperation): USD 1,970,000 (11%)
- Pillar IV (Diaspora): USD 3,870,000 (22%)
- Pillar V (Capacity Building): USD 3,952,000 (23%)
- Program Governance: USD 2,552,060 (15%)
The various financial contributions, including the national counterpart, will be mobilized jointly by the Government and UNDP and will be made available to the latter (basket fund) for the centralization of program resources.
Governance
The program will be executed by a Program Management Unit (PMU), under the coordination of the Ministry and under the responsibility of a Steering Committee (CoPil), with the support of a Technical Committee.

Steering Committee: Strategic and decision-making body chaired by the Minister, bringing together all involved sectoral Ministers and funding partners. Annual meeting.

Technical Committee: Chaired by the Secretary General of the Department, meeting once per semester with focal points from sectoral Ministries, PMU members and implementation partners.

Program Management Unit (PMU): Responsible for the operational management of the program, ensuring operational direction, implementation of activities, progress monitoring and risk management.
